Village Clerk/Treasurer
The Village Clerk/Treasurer is a very important administrative position in municipal government and is responsible for the day to day operations of the Village. The Village Clerk/Treasurer is responsible for managing the official records of the Village of Potter, and the day to day financial operations and investment activities.
The Clerk/Treasurer attends all the governing body’s meetings and is also responsible for the meeting preparations which include posting the notices, preparing the agendas, assembling the Board packets, typing and publishing the minutes. The Clerk/Treasurer keeps record of all Village minutes, ordinances and resolutions passed by the Village Board. Attesting signatures and applying the Village seal to official documents are also the Clerk/Treasurer’s responsibilities.
The Clerk/Treasurer is also responsible for handling the utility billing, animal complaints and licensing, accounts payable and receivable, payroll, budget compilation, audit preparation, all Village correspondence, all of the scheduling, customer service and complaints, ordinance and resolution preparation, the Keno records, grant writing, idea and project research, records retention and requests, the Cross Connection /Backflow Prevention program, tobacco licensing, maintaining and updating the Village Code Book, economic development, helping with the Planning and Zoning, and working with closely with the Maintenance Superintendent/Street Superintendent and the Building Official.
Nebraska Revised State Statue states that “the City or Village clerk shall have the custody of all laws and ordinances and shall keep a correct journal of the proceedings of the Council or Board of Trustees.” It also states that “He or she shall also perform such other duties as may be required by the ordinances of the city.” The Clerk is appointed annually by the Board of Trustees at the Regular Meeting in December.
The goal of the Village Clerk/Treasurer is to provide the public with complete and timely information, fulfill assigned duties and meet the demands of the growing Village in the most efficient and effective manner possible.
